　　On July 22-23, Gu Xingwei, director of the Guangdong Provincial Department of Agriculture and Rural Affairs and director of the Working Office of the Hong Kong and Macao Mobile Fishermen Working Group, went to Hong Kong to attend the “Hong Kong Fishermen Celebrating the 70th Anniversary of the National Day and the 22nd Anniversary of the Return of Hong Kong and the Establishment of the Hong Kong Fishermen ’s Association "21st Anniversary Banquet" event, visited the New Territories Department of the Central Government Liaison Office in Hong Kong and the Hong Kong Agriculture, Fisheries and Conservation Department to carry out in-depth exchanges and discussions on the relevant work; Living conditions, and condolences to the representatives of the owners of mobile fishing vessels participating in the special activities.

　　Director Gu Xingwei addressed the "Hong Kong Fishermen Celebrating the 70th Anniversary of the National Day and the 22nd Anniversary of the Return of Hong Kong and the 21st Anniversary of the Establishment of the Hong Kong Fishermen's Association". He fully affirmed that the floating fishermen in Hong Kong are an important force for patriotism and love for Hong Kong, and have played an important role in implementing "one country, two systems" and maintaining Hong Kong's long-term prosperity and stability. He introduced to the majority of mobile fishermen the achievements of our department ’s recent implementation of policies and measures such as the update and construction of mobile fishing boats, policy fishery insurance, and safe production management. He expressed that he would seriously implement the national and provincial policies on mobile fishermen in Hong Kong and Macao. Mobile fishermen provide good services and continuously improve the service management level of mobile fishermen in Hong Kong and Macao.

　　In a discussion with the New Territories Department of the Central Government Liaison Office in Hong Kong, both parties stated that they will actively promote the improvement of various policies and measures for mobile fishermen in Hong Kong and Macao, support the transformation and upgrading of mobile fishermen in Hong Kong and Macao, and better participate in the construction of the Greater Bay Area and integrate into the overall national development situation. In the discussion and exchange with the Hong Kong Agriculture, Fisheries and Conservation Department, the two parties reached a further consensus on the signing of the "Guangdong-Hong Kong Agricultural Cooperation Framework Agreement". After the Hong Kong side completes the approval process, it will choose to implement it at a later date; A preliminary intention was reached for the construction of a "basket of vegetables" base and the realization of joint construction, co-governance and sharing.

　　During his stay in Hong Kong, Gu Xingwei and his party went to the Hong Kong Fishermen ’s Association to conduct discussions with representatives of mobile fishermen to understand the difficulties and problems encountered by mobile fishermen in the production in the Mainland, and listen to their opinions and suggestions. Director Gu Xingwei also expressed condolences to the owners of the first-line Hong Kong and Macao mobile fishing vessels and presented them with "life-saving rain pants".
